Welcome in the heart of Brussels Capital Region. The City of Brussels, capital of Belgium and Europe, has decided to give its city centre a boost through an ambitious project, where the citizens can have a full experience of the city life and the new technologies.
The name of the project?

At the site were is now the Justitiepaleis, at the top of Galenberg, at the southern tip of the Pentagon, in the Middle Ages was the site were public public executions were held, but was also a part of one of the liveliest districts of the city, the district of Marollen. In the 19th century, as part of the urban modernization of the city, a large part of Marollen was demolished in order the Justitiepaleis to be erected. From the intentions of the architect Poelaert to make the public spaces that would surround the building, only the extension of the Regentschapsstraat was realised in order to join the building with the Palace and the Koningstraat. The monumental facade towards the city was left without the monumental forecourt that was meant to have up until our days making it impossible to fully enjoy the architecture of the building.
Unfortunately, today the Marollen area presents an image of abandonment. Most buildings are empty and in need of immediate renovation, and the ones that are inhabited are not in a better condition as the largest demographic group is financial migrants and people from the lowest financial tiers. Commercial activity is also declining as the shoppers have abandoned the region due to its decay with garbage dumps created by street vendors as well as rising criminality and uncontrolled begging activity. At the level of Justitiepaleis, its long-term renovation has caused a deterioration in the quality of public space and its abandonment by the people of the city.
In order to revitalize the site, we suggest the reactivation of the Justitiepaleis through a re-conceptualisation using modern technologies as a pole of gravity in the city. We create a forecourt in front of the central facade of the building, which will allow for an undisturbed view of the monument, but will also provide idyllic views towards the city, taking advantage of the altitude difference of 24 meters between the historic city and the Justitiepaleis.
The orthonormal defined square space and the large-scale Justitiepaleis building are the perfect backdrop for the use of augmented reality technologies in this place. This will allow residents of the city to attend events of their choice, which will be tagged with geotagging in this place. No other open public space in the world provides the opportunity for so many different uses at the same time without one disturbing the other. Art exhibitions, music festivals, national celebrations and family get-togethers are now easily accessible in the city center at a simultaneous pace. But even personal dates for expatriates working in the city away from their loved ones can now be carried out without difficulty and with a sense of reality. And all of this is made possible through the augmented realty technology.
The double benefit to the city from this intervention lies in the part of Marollen under the square which will be connected with it using the already existing open air elevator. The squares deck of light-transmitting solar panels will provide protection from the elements of nature, helping to revitalize trade and horeca. Also in the night hours, it will provide indirect public lighting which, combined with new AI security technology, will help reduce crime and re-introduces the area both into commercial and into the nightlife of the city. Incentives will also be provided for the acquisition and renovation of old buildings such as free electricity from the energy that will be produced by the deck of the square and connectivity to a new experimental network of Cloud WiFi both for residents, who can connect to the network with their electronic identity card after their registration by the municipal authorities but also by the visitors by creating an account on a special platform.
These interventions will give a new impetus to the city and put it on the map with the new pioneering smart cities setting the example of rebuilding even more points in the urban fabric of the city with the aim of revitalizing them.

Welkom in het hart van het Brussels Hoofdstedelijk Gewest. De Stad Brussel, hoofdstad van België en Europa, heeft de beslissing gemaakt om de stadskern een boost te geven dankzij een ambitieus project, waar de burgers een volledige ervaring krijgen over het stadsleven en de nieuwe technologieën.

Op de plek waar nu het Justitiepaleis staat, boven op de Galenberg, in de meest Zuiderse hoek van de Vijfhoek, waar in de Middeleeuwen openbare executies werden gehouden, was ook een van de meest levendige buurten van de stad, de Marollen buurt. In de 19e eeuw, als deel van de stedelijke modernisering van de stad, werd een groot deel van de Marollen gesloopt zodat het Justitiepaleis gebouwd kon worden.
Van de plannen van Poelaert om publieke plekken te creëren rondom het gebouw, is enkel de uitbreiding van de Regentstraat verwezenlijkt om het gebouw te verbinden met het Koninklijk Paleis en de Koningstraat. De op-de-stad-gerichte monumentale façade bleef zonder monumentaal voorplein dat het verdiende. Tot op deze dag blijft het hierdoor onmogelijk om volledig van de architectuur van het gebouw te genieten.
Helaas staat de Marollen buurt vandaag synoniem voor verlatenheid. De meeste gebouwen zijn leeg en moeten onmiddellijk worden gerenoveerd. Degenen die bewoond zijn, verkeren niet in een betere staat, aangezien de grootste demografische groep financiële migranten en mensen uit de laagste financiële klassen zijn. De handelsactiviteit neemt ook af doordat het winkelpubliek de regio heeft verlaten vanwege het verval door stortplaatsen gecreëerd door straatverkopers, evenals door de toenemende criminaliteit en ongecontroleerde bedelaars activiteit. Met betrekking tot het Justitiepaleis, heeft de langetermijn renovatie geleid tot een verslechtering van de kwaliteit van de openbare ruimte en het in de steek laten door de mensen van de stad.
Om de site nieuw leven in te blazen, stellen we de reactivering van het Justitiepaleis voor door een reconceptualisatie met moderne technologieën als een zwaartepunt in de stad. We creëren een voorplein voor de centrale gevel van het gebouw, die een ongestoord zicht op het monument mogelijk maakt, maar ook een idyllisch uitzicht op de stad biedt, gebruikmakend van het hoogteverschil van 24 meter tussen de historische stad en het Justitiepaleis.
De orthonormaal gedefinieerde vierkante ruimte en het grote Justitiepaleis gebouw zijn de perfecte achtergrond voor het gebruik van augmented reality-technologieën op deze plek. Hierdoor kunnen inwoners van de stad evenementen van hun keuze bijwonen, die worden getagd met geotagging op deze plek. Geen andere open openbare ruimte in de wereld biedt de mogelijkheid voor zoveel verschillende en gelijktijdige toepassingen zonder de een te storen. Kunsttentoonstellingen, muziekfestivals, nationale vieringen en familiefeesten zijn nu tegelijkertijd gemakkelijk bereikbaar in het stadscentrum. Maar zelfs persoonlijke afspraakjes voor expats die in de stad wonen, weg van hun geliefden, kunnen nu zonder problemen en met een gevoel van realiteit worden uitgevoerd. En dit alles wordt mogelijk gemaakt door de augmented reality-technologie.
Het dubbele voordeel van deze interventie voor de stad ligt in het deel van de Marollen dat onder het plein ligt en verbonden zal zijn met behulp van de reeds bestaande openlucht lift. Het vierkante dek van lichtdoorlatende zonnepanelen biedt bescherming tegen de elementen van de natuur en helpt zo de handel en horeca nieuw leven in te blazen. Ook in de latere uurtjes zal het indirecte openbare verlichting bieden die, in combinatie met nieuwe AI-beveiligingstechnologie, de criminaliteit zal helpen verminderen en het gebied opnieuw zal introduceren in zowel het commerciële- als in het nachtleven van de stad. Er zullen ook extra voordelen worden verstrekt voor de aankoop en renovatie van oude gebouwen, zoals gratis elektriciteit uit de energie die door het dek van het plein wordt geproduceerd en verbinding met een nieuw experimenteel netwerk van Cloud WiFi voor bewoners, die verbinding kunnen maken met het netwerk met hun elektronische identiteitskaart, na hun registratie door de gemeentelijke autoriteiten, maar ook door de bezoekers door een account aan te maken op een speciaal platform.
Deze veranderingen zullen de stad een nieuwe levensadem geven en deze op de kaart zetten samen met de andere baanbrekende slimme steden die het voorbeeld geven van het opnieuw opbouwen van nog meer punten in het netwerk van de stad met het doel ze nieuw leven in te blazen.
